Two charged in transnational counterfeit Ozempic scheme

Federal charges allege counterfeit Ozempic distribution through unauthorized sources; Roy’s extradition and initial appearance did not resolve the criminal case.

What happened
DOJ announced September 29, 2026 that a federal grand jury charged Swapnadip Roy and Vicky Ramancha with conspiracy, smuggling and counterfeit-drug offenses concerning an alleged transnational Ozempic scheme. Roy was extradited from Italy and made an initial appearance in Tampa that day. The indictment alleges sales to U.S. distributors at deeply discounted prices. The announcement describes pending charges and extradition, not a conviction; both defendants remain presumed innocent. The stated maximum possible sentence is not an imposed sentence.
According to the charging documents described by DOJ, the scheme ran from at least July 2023 through April 2024 and obtained counterfeit Ozempic from unauthorized sources in China. Allegedly counterfeit packaging, inserts, pen labels and needles were intended to make downstream purchasers believe the products were manufacturer-authorized. DOJ says the scheme continued after FDA seized products and issued a warning in December 2023. These allegations connect supplier verification to physical packaging and lot evidence: professional-looking materials or a low price cannot by themselves authenticate an injectable. The release does not establish the composition of every product or an adjudicated patient outcome.
