White Oak Manor settles Medicaid claims involving an unqualified nurse

White Oak Manor of Burlington agreed to $98,474 over disputed Medicaid claims involving an unlicensed nurse, including $49,237 in restitution; liability was not admitted or judicially determined.

What happened

North Carolina's Attorney General announced October 1, 2026 a $98,474 settlement with White Oak Manor of Burlington concerning allegations that it hired an unqualified person as a nurse and billed Medicaid for her services. The amount includes $49,237 in Medicaid restitution. The release says the facility will pay; it does not establish that payment had already been completed by October 4. It also expressly states that the civil claims are allegations and there has been no judicial determination or admission of liability.

The primary release identifies Nieasha Jones as working 54 shifts over three months without a nursing license, training or experience, interacting with residents and providing care. North Carolina's health-service regulation division referred the case to the Attorney General's Medicaid investigators. The reported problem is therefore both a personnel qualification and a reimbursement-support issue. An operational review should connect direct license verification to actual shifts, role assignments and claims, while retaining the distinction between the state's allegations and a proven adjudicated finding. Federal participation in Medicaid funding does not by itself make this announced state resolution a federal prosecution.
