Iowa attorney sentenced for sham asset transfers used to obtain Medicaid

Iowa attorney Timothy Mark Anderson received six months in prison for a false Medicaid statement involving sham luxury-car transactions. The court also ordered a fine and restitution. The September 28 release describes a September 11 sentence and Iowa eligibility rules, not a new Medi-Cal asset-planning standard.

What happened

DOJ’s September 28 release reports that Iowa attorney Timothy Mark Anderson was sentenced September 11 to six months in federal prison following an October 30, 2025 guilty plea to a false statement relating to a healthcare matter. The court imposed a $25,000 fine, $184,274.36 in restitution to Iowa Medicaid and two years of supervised release. The release describes his assistance to elderly clients seeking Medicaid-funded nursing-home care and a series of purported luxury-vehicle purchases, gifts to heirs and discounted resales from 2017 through 2022.

The transactions purported to use Iowa’s exemption for one vehicle used to transport the applicant or a household member, but purchasers generally never drove or saw the vehicles. In the detailed example, Anderson took $186,000 for a Rolls-Royce that had recently been damaged and was inoperable, then submitted a valuation he knew was false. The case turns on sham transactions and an inaccurate eligibility representation, not merely ownership of a valuable vehicle. Iowa’s rule should not be imported into Medi-Cal advice, and the restitution order does not prove receipt. Reliable transaction, valuation and actual-use evidence are central to the resulting review.
