Jorge J. Figueroa, M.D.: DEA registration order
Oct 11, 2026 edition · GC-2026-0188 · Published 2026-10-11 · Version 4 · Final
DEA’s Figueroa decision uses an existing mandatory federal healthcare-program exclusion as the basis for a separate registration order. The final order is effective October 29. The exclusion began in 2018 and does not wait for that federal registration date.
What happened
DEA’s final order revokes registration FF1775660 issued to Jorge J. Figueroa, M.D., and denies pending renewal, modification and additional New Jersey registration applications. Signed September 21 and published September 29, the order is effective October 29, 2026. The agency found that a December 6, 2017 guilty plea in federal court in New Jersey led to mandatory exclusion from Medicare, Medicaid and all federal healthcare programs, effective April 19, 2018, for a minimum of fifteen years. In the DEA proceeding, the factual allegations were deemed admitted following administrative default.
The decision explains that mandatory exclusion under the cited federal statute can independently support DEA registration action even when the underlying conviction does not involve controlled substances. It expressly distinguishes that basis from permissive exclusion. This is a new administrative registration decision resting on an older exclusion, rather than a new criminal conviction or a newly starting fifteen-year exclusion. Exclusion screening and controlled-substance credentialing therefore need separate status checks; the October 29 final-order date does not postpone an exclusion that was already effective.

Why it matters
The action identifies a control failure relevant to provider, payer or vendor oversight. Its procedural status must be kept separate from any allegation.
Recommended action
Check current OIG exclusion status and DEA registration separately for the named practitioner. Distinguish the existing mandatory exclusion from the later administrative registration order and do not infer reinstatement.
