AB 2499 sets a future electronic exchange standard for claim support

AB 2499 sets May 26, 2028 requirements for electronic claim-support intake, capacity, and receipt confirmation. Its system-limit protection preserves lawful claim handling and external-disruption exceptions, rather than replacing existing payment and contest clocks.

What happened

From May 26, 2028, the amended plan and insurer provisions require a standard electronic method for medical records and supporting documents necessary to process claims. File-size limits must accommodate typical documentation needed for adjudication, and receipt must be confirmed electronically. A carrier may not deny, pend, or delay a claim solely because its systems cannot accept documentation meeting the stated requirements. Electronic submission may use the designated portal or the specified interoperable exchange route.

The rule preserves denials, pending status, and delays otherwise authorized by law. It does not apply while circumstances outside the carrier's reasonable control impair electronic acceptance, including outages, disasters, or cybersecurity incidents. A later state or federal standard addressing file size, number, or other capacity requirements governs if adopted. These limits make intake capability and disruption handling material while leaving the statute's separate claims-payment framework distinct; May 2028 is not a new start date for every existing payment clock.

Why it matters

Plans and insurers may need claims-intake capacity for electronic medical records and supporting documents, including controls that prevent delays caused only by system limitations.

Implementation playbook

  1. Inventory supporting claim information formats and affected payer interfaces. Revenue Cycle · Due 2026-11-15
  2. Confirm the final exchange standard and vendor dependencies as implementation specifications become available. IT · Due 2027-06-01
  3. Test affected claims support workflows before the expressly stated operative date. Compliance · Due 2028-05-26

Published long lead justification

The May 26, 2028 electronic-documentation requirement exceeds 180 days, but claim-attachment formats, payer interfaces, vendor capacity and receipt confirmation require an early technical inventory and procurement planning. Keep existing payment clocks separate and confirm later capacity standards and exceptions before implementation.
