Unpaid qualifying APM participants face October 13 billing-information cutoff
Oct 11, 2026 edition · GC-2026-0314 · Published 2026-10-11 · Version 3 · Effective
Certain unpaid qualifying APM participants must provide billing information by October 13 to avoid forfeiting their 2026 incentive. The October 5 Federal Register correction restores the download hyperlink; it does not extend the deadline. The payment concerns 2024 qualification and a 2025 payment base.

What happened
CMS’s October 5 correction repairs the missing download hyperlink in its August 13 advisory for qualifying Alternative Payment Model participants. The advisory concerns the 2026 incentive, equal to 1.88 percent of the applicable 2025 professional-service payment base for clinicians who qualified in 2024. CMS could not identify a taxpayer identification number for some recipients. Those clinicians, and others expecting an unpaid incentive, are directed to provide updated Medicare billing information and required documentation by October 13, 2026.
The advisory says timely submissions will be held and processed after the response period closes, and warns that late claims to the payment will be forfeited. The October correction changes the hyperlink, not that cutoff. Finance and enrollment teams should reconcile the unpaid-participant notice against actual NPI/TIN records and preserve submission evidence. An inconsistent later reference to a 2025 incentive does not change the advisory’s stated 2024 qualification, 2025 base and 2026 payment sequence.

Why it matters
The advisory concerns 2024 QP performance, a 2025 payment base and the 2026 incentive payment, with forfeiture after October 13. Listed unpaid clinicians and others expecting an unpaid incentive should follow the official instructions. One later paragraph says 2025 incentive; that apparent source inconsistency is not silently treated as a different payment period.
Recommended action
Finance and enrollment owners should check the official unpaid-QP notice, reconcile NPI/TIN records and submit the required billing documentation by October 13. Confirm receipt and retain the submission.
