Every Woman Counts adds retroactive procedure and diagnosis benefits

EWC adds procedure and diagnosis benefits with several different retroactive dates. Its correction announcement contains a narrower, awkward date phrase that should not be converted into a guaranteed reprocessing period for every new benefit.

What happened

The procedure table makes codes 00940, 10009, 10010, 38505, 88361, 99156, and 99157 reimbursable from October 26, 2024. Code 87626 begins January 1, 2025, while 10035, 10036, 57460, 57461, 57520, 57522, and A9585 begin January 1, 2026. The notice applies these EWC benefits to primary-care and referral providers. Each code group retains its own service-date boundary rather than sharing the October 9 publication date.

Breast-density diagnoses R92.30 through R92.34 are allowable from October 1, 2023. From October 1, 2025, R10.2 is removed and R10.20 through R10.24 are added for the specified cervical screening/diagnosis use. The EPC sentence says affected claims "up to October 26, 2024" will be reprocessed, while also permitting corrected resubmission under existing instructions. That wording does not establish a clear universal start-to-end correction interval covering every listed benefit. Claim-specific uncertainty should be resolved against the actual notice and DHCS instructions.

Why it matters

Breast-density diagnoses date to October 1, 2023; pelvic-pain diagnosis changes date to October 1, 2025. The notice's EPC language refers to affected claims up to October 26, 2024; do not expand that wording into a guaranteed correction period.

Implementation playbook

  1. Map each added procedure and diagnosis to its specific effective date. Coding · Due 2026-10-18
  2. Identify eligible denied EWC claims and apply existing correction instructions. Revenue Cycle · Due 2026-10-25
  3. Reconcile EPC results and clarify ambiguous correction coverage with program support. Revenue Cycle · Due 2026-11-08
