Four county behavioral-health plans remain subject to temporary network withholds
Oct 11, 2026 edition · GC-2026-0326 · Published 2026-10-11 · Version 3 · Announced
DHCS narrows temporary behavioral-health network withholds to four counties after six others demonstrate correction. Release of the remaining funds depends on compliance, rather than a fixed expiry announced in the newsletter.
What happened
The October 5 update reports September 28 final notices to Merced, Santa Clara, Shasta, and San Francisco behavioral health plans. DHCS identifies failures to meet timely-access and network-adequacy standards for two consecutive certification years under BHIN 25-013. The department initially identified ten plans with uncorrected deficiencies reflected in its 2025 specialty mental-health and DMC-ODS compliance findings. The newsletter therefore reports a later, narrower enforcement group rather than imposing a new obligation on every county.
After meet-and-confer sessions and additional evidence under Welfare and Institutions Code section 14197.7, DHCS determined that Fresno, Napa, San Mateo, Tehama, Tulare, and Ventura had corrected the relevant deficiencies and would avoid these withholds. The four remaining plans must demonstrate compliance before withheld funds are released. The update provides no individual withholding amounts, collection status, or later release determination. Financial reconciliation should consequently use each actual notice and corrective record, while network teams track the access deficiencies that condition release; the announcement is not evidence of a civil settlement or permanent forfeiture.

Why it matters
DHCS will not proceed against Fresno, Napa, San Mateo, Tehama, Tulare or Ventura after corrective evidence. The remaining withholds are released upon demonstrated compliance. This is a historical action update, not an October 5 civil settlement or an announced permanent penalty.
Recommended action
Managed Care and Finance should reconcile exposure to the four affected plans, verify actual notices and monitor corrective milestones. Do not infer withholding amounts, collection, or later release from the newsletter.
