Home health edit repair addresses purged Notices of Admission

CR 14605 repairs a home-health processing problem when an older Notice of Admission has been purged. It applies to specified service-date and receipt-date combinations, effective April 1, 2027. The instruction does not create a new timely-filing allowance or broadly excuse a missing admission notice.

What happened

CMS’s October 8 transmittal 13996 addresses reason code 19963 on home-health type-of-bill 032x claims. The problem occurs when both the From and Through dates fall within twenty-four months of admission but the claim arrives after that period and its Notice of Admission record has been purged from the Fiscal Intermediary Shared System. CR 14605 is effective April 1, 2027, with April 5 implementation, so its correction should be distinguished from current handling of a returned claim.

Under the specified conditions, the contractor must accept the claim and send the admission date to the Home Health Pricer in its receipt-date field. The instruction preserves the requirements of CR 13684 and states that it contains no new policy. This is a targeted system repair, not a general extension of filing time or permission to omit a required NOA. Providers identifying affected returns should retain the actual admission and notice evidence and verify all three date conditions, rather than treating every missing-NOA return as the same processing defect.

Why it matters

FISS can purge the corresponding NOA before late claims arrive. The specified repair accepts these claims and passes the admission date to the pricer in the receipt-date field. It states no new policy and does not waive all filing limits or other claim requirements.

Implementation playbook

  1. Map the affected claims and operative dates with the accountable owner. Revenue Cycle · Due 2026-10-18
  2. Identify qualifying 032x returns, retain NOA evidence, and test the specified date conditions with the MAC and billing vendor. IT · Due 2026-10-25
  3. Reconcile representative claims and retain implementation evidence before the operative release. Revenue Cycle · Due 2026-11-01
