Hospice claim edits gain transfer and ownership-change bypasses in April 2027

CMS will restore hospice admission-date edits with exceptions for transfers and ownership changes. CR 14622 is effective April 1, 2027, with April 5 implementation. The receiving hospice’s own admission date can differ from the election-period start, so a blanket mismatch rejection would be inaccurate.

What happened

CMS’s October 8 transmittal 13997, CR 14622, changes hospice edits U5565 and U5566, effective April 1, 2027 and implemented April 5. Those edits return specified hospice claims when the admission date does not match the corresponding election-period start and reject adjustment claims. The instruction adds bypass conditions for hospice-to-hospice transfers and changes of ownership, recognizing circumstances in which the receiving hospice can use its own admission date or the effective date on the ownership-change notice.

CMS had instructed the Common Working File to temporarily turn these edits off on June 18, 2026 while the bypasses were prepared. The new instruction restores them with the additional conditions and requires contractor integration testing. It identifies bill types 813, 814, 823 and 824 in describing the affected processing and explicitly states there is no new policy or legislation. Billing teams should test ordinary admissions and the two exception scenarios separately, using actual election and transaction dates rather than assuming every mismatch is invalid or that every transferred claim escapes all other edits.

Why it matters

The edits compare claim admission dates with election-period starts. CMS temporarily disabled them June 18, 2026 pending these bypasses. Reimplementation must preserve the receiving hospice's valid admission date and ownership-notice date; this CR states no new policy.

Implementation playbook

  1. Map the affected claims and operative dates with the accountable owner. Revenue Cycle · Due 2026-10-18
  2. Test normal, transfer and ownership-change scenarios with the billing vendor and confirm the MAC implementation before applying blanket admission-date rejection logic. IT · Due 2026-10-25
  3. Reconcile representative claims and retain implementation evidence before the operative release. Revenue Cycle · Due 2026-11-01
