Medi-Cal updates maintenance dialysis billing for restricted-scope members

DHCS extends state-only maintenance-dialysis and related transportation coverage for restricted-scope UIS members. Providers may hold affected claims or rely on the announced automatic correction process; the notice does not require every claim to be held.

What happened

For service dates on or after October 1, the notice covers maintenance dialysis and transportation to and from dialysis clinics as state-only benefits for members with unsatisfactory immigration status enrolled in restricted-scope aid codes, regardless of age. The policy is defined by those eligibility and service conditions. It expressly leaves dialysis meeting the federal emergency-medical-condition definition unchanged, so the state-only maintenance provision should not be treated as a replacement for emergency coverage rules.

Providers may hold dialysis and transportation claims until system changes are fully implemented. Alternatively, DHCS says it will use an Erroneous Payment Correction to reprocess qualifying claims automatically for October 1 and later service dates. Providers need take no action for claims qualifying for that correction unless later communications instruct otherwise. The notice promises additional information after system updates; it does not demonstrate that the update or payment is complete. Claim tracking therefore needs to distinguish optional holding from qualifying automatic reprocessing, without generating unnecessary duplicate submissions.

Why it matters

Submitting unnecessary duplicates can delay reimbursement while eligibility and payment logic are changing.

  1. Identify restricted-scope maintenance dialysis and transportation claims with October 1 and later service dates. Revenue Cycle · Due 2026-10-18
  2. Confirm eligibility and aid-code treatment without changing emergency dialysis access. Patient Access · Due 2026-10-18
  3. Track system updates and EPC outcomes; prevent duplicate resubmission absent a DHCS instruction. Clinical Operations · Due 2026-10-18
