Medicare EDI manual supports the TCEDI gateway

CMS updates EDI manual routing and acknowledgment responsibilities for the TCEDI gateway on October 30. The revised distinctions between transaction rejection, claim acknowledgment, and receipt remain important when reconciling clearinghouse and contractor workflows.

What happened

The September 29 transmittal revises Claims Processing Manual chapter 24 to support Technical Consolidation of Electronic Data Interchange, with October 30 effectiveness and implementation. Where CMS designates TCEDI, it may generate or coordinate intake acknowledgments before shared-system processing. The manual distinguishes TA1 or 999 rejection of an entire transaction set from errors passed to the common editing module for claim-level 277CA acknowledgment. A 999 accepted-with-errors response is therefore a different processing state from an unqualified acceptance or a paid claim.

The common editing module reports erroneous 837 claim data through 277CA and erroneous 276 claim-status data through a 277 response. The manual also addresses outbound compliance and balancing checks. Transactions rejected or returned as unprocessable are not treated as received by Medicare, and contractors need not assign them a receipt date or control number under the stated rule. Receipt dates for accepted claims must reflect actual calendar receipt rather than later shared-system arrival. These instructions support acknowledgment reconciliation and escalation; the transmittal does not itself state one universal provider migration deadline.

Why it matters

Clearinghouse and trading-partner workflows need to reconcile gateway references and acknowledgement handling against contractor guidance.

Implementation playbook

  1. Review the revised EDI manual with the clearinghouse and MAC. Test applicable acknowledgements and escalation contacts; do not infer an unsupported provider migration deadline from the manual revision. IT · Due 2026-10-30
  2. Record the applicability assessment and validate the affected workflow with its operational owner. This is an internal review target, not an additional statutory deadline. Compliance · Due 2026-10-12
