Medicare premium rebate FAQ supports patient assistance

CMS describes a one-time $90 Part B premium rebate and separates eligibility questions from payment-status questions. The FAQ's announced delivery schedule does not establish that an individual received a payment or authorize reducing a medical bill.

What happened

The October 3 FAQ says eligible beneficiaries will receive one $90 rebate in October. It anticipates most direct deposits on or around October 8 and some Treasury paper checks later in the month, using the address registered with Medicare. It describes the payment as an offset to an October premium rather than reimbursement for a particular clinician's bill. The expected dates are agency payment guidance, not proof that every eligible person was paid by October 8.

The eligibility discussion concerns Original Medicare Part B beneficiaries living in the United States, references Medicaid premium assistance and income-related premium adjustments, and expressly excludes Medicare Advantage enrollment. Its wording should not be simplified into an eligibility promise for a particular patient. CMS directs eligibility questions to 1-800-MEDICARE and payment-status questions to Social Security at 1-800-772-1213 beginning October 15. Staff can explain those routes while keeping the rebate separate from provider account balances and referring uncertain eligibility determinations to Medicare.

Why it matters

Patient teams may receive questions about eligibility and payment timing that cannot be answered by changing a medical bill.

Implementation playbook

  1. Use the CMS FAQ for eligibility questions and agency contacts. Do not promise eligibility or offset patient balances based solely on the rebate announcement. Patient Access · Due 2026-10-09
  2. Record the applicability assessment and validate the affected workflow with its operational owner. This is an internal review target, not an additional statutory deadline. Compliance · Due 2026-10-12
