Qualified non-citizen notices distinguish funding from January care delivery

California preserves full-scope coverage for the listed qualified non-citizens while preparing a January delivery-system change. December record updates are conditional, rather than a universal new enrollment application.

What happened

MEDIL 26-21 was issued July 31; its enclosed member notice is dated October 1. It addresses listed qualified non-citizens losing federal full-scope eligibility from October 1, including refugees, asylees, specified parolees, conditional entrants, people with withheld deportation, and battered immigrants. The October 5 newsletter describes an automatic transition to state-funded full-scope coverage through July 1, 2027; the July MEDIL gives no end date. Loss of federal funding does not end all care; this population differs from UIS.

The notice separately explains that affected members move from managed care to fee-for-service on January 1, 2027, use their BIC, and need providers accepting FFS. Some plan-only services will end, so continued full-scope eligibility does not mean an unchanged delivery system. Members whose immigration status changed or whose county information may be outdated must update it by December 1. Other renewal or information requests retain their own stated deadlines. Checking provider participation, replacing a missing BIC, and responding to actual county requests support continuity without inventing a universal December renewal requirement.

Why it matters

Automatic funding transition does not mean the later delivery system is unchanged. The letter asks members with changed or inaccurate immigration information to update county records by December 1 and check whether current providers accept FFS. This population must not be conflated with UIS.

Implementation playbook

  1. Compare affected QNC notices with UIS workflows and confirm continuity counseling. Internal target. Patient Access · Due 2026-10-18
  2. Help members update changed or inaccurate immigration information by the date specified in their notice. Patient Access · Due 2026-12-01
  3. Confirm FFS participation and continuity routes for affected January transitions. Provider Enrollment · Due 2027-01-01
