AB 175 recasts regional-center community resource development plans

AB 175 was enacted September 18 with immediate budget-law effect, and its replacement community resource development planning sections operate October 1. The recast process connects regional-center proposals, individual assessments, funding approval and quarterly project reporting while preserving existing funding documents.

What happened

California enacted AB 175 on September 18 as an immediately effective developmental-services budget measure. Replacement Welfare and Institutions Code sections 4418.25 and 4679 become operative October 1, 2026, recasting the community placement framework as annual community resource development planning. DDS must establish policies with regional centers addressing statewide priorities, community resources and people moving from restrictive settings or needing supports in the community. Dedicated assessment and transition funding remains linked to individual needs, and the new assessment provisions identify who receives the assessment and notice of relevant individual program plan meetings.

When funding is available, DDS guidelines must address person-centered planning and culturally and linguistically appropriate services. Regional-center proposals require quantitative justification and a plan to monitor development and outcomes; DDS reviews, negotiates and approves them for feasibility and reasonableness. Approved plans and funded projects have public-posting requirements, and centers report quarterly on project progress. The law preserves existing or pending placement and resource-development funding agreements and related documents as of October 1. It also contains a conditional section coordinating amendments with AB 2414 and appropriates $1.5 million for early-intervention federal grant awards, so not every section shares the planning provisions’ timing.

Why it matters

Regional centers need more than a terminology substitution: the revised process identifies assessment recipients, planning evidence, approval and reporting responsibilities. Existing funding documents remain relevant, and the September effective date should be distinguished from October operation of the replacement sections.
