AB 1811 and SB 1271 refine healthcare workforce data collection

AB 1811 and SB 1271 update California health-workforce planning data, including midwives' availability as clinical preceptors. The September 27 enactments preserve protections against making workforce responses a renewal condition or disciplinary basis, and AB 1811 broadens the state-law definition of shortage areas.

What happened

California chaptered AB 1811 and SB 1271 on September 27. AB 1811 adds workforce-data collection or requests at initial licensure or registration as well as recurring intervals, expands requested details such as inpatient and outpatient hours and sliding-fee practices, and changes general board-to-HCAI data delivery to monthly reporting. The combined provisions also require the Medical Board to request midwives' clinical-preceptor eligibility, availability, and practice settings by April 1, 2027. These are workforce-planning requests: responding is not a condition of renewal, and nonresponse is not a basis for discipline. Confidentiality and aggregate public reporting remain part of the framework.

SB 1271 adds a time-limited midwifery workforce inquiry and a HCAI legislative report due June 30, 2029; its specified preceptor provisions become inoperative that day. Separately, AB 1811 treats currently federally recognized shortage areas, areas federally recognized on January 1, 2025, and areas designated by HCAI as shortage areas for state-law purposes. HCAI may revoke the latter two categories, and that definition sunsets January 1, 2035. The bills contain joint-operation clauses keyed to enactment order, so their parallel versions must be reconciled rather than treated as independent conflicting instructions.
