SB 1206 updates accident and health insurance licensing controls

SB 1206 expands corporate-status and responsible-person controls relevant to accident and health insurance agencies. Inactive entity status, missing natural-person endorsements, temporary estate permits, and written regulator responses concern insurance authorization rather than clinical facility or practitioner licensure.
What happened
California enacted the insurance omnibus SB 1206 on September 27 as Chapter 685. Insurance Code section 805 makes a license inactive when Secretary of State status is suspended, dissolved, forfeited, terminated, canceled, or surrendered, barring activities requiring the Commissioner's license until active status is restored. Accident and health or sickness agency organizations also enter the specified natural-person endorsement rules: changes require immediate electronic application or notice, and removal of the last named natural person makes the organization's license inoperative, with deficiencies requiring correction for reactivation and renewal.
The estate certificate-of-convenience categories now include qualifying accident and health or sickness agent estates, with separate executor/administrator, surviving spouse or heir, and conservator conditions. The amended framework also requires written reporting of specified background changes within 30 days after learning of them and complete responses to covered Commissioner inquiries within 21 days after communication. Responses must address every issue and include requested records, with licensing consequences for failure. These agency and responsible-person provisions are the health-insurance-relevant portion of a wider investment, licensing, and other-insurance-lines omnibus, rather than new clinical licensing rules.
