AB 1906 adds qualifying cervical screening home test coverage

AB 1906 adds qualifying self-collected cervical-screening kits through separate commercial and Medi-Cal provisions. FDA status, ordering, recommendations, and delivery-system conditions matter alongside cost-sharing protections.

What happened

Commercial contracts or policies issued, amended, or renewed from January 1, 2027 must cover cervical screening ordered or provided by an in-network practitioner within scope and consistent with the referenced recommendations. The covered test category includes FDA-authorized or cleared kits permitting self-collection outside a clinical setting. The commercial cost-sharing prohibition retains the HSA-eligible high-deductible qualification and excludes specified limited benefits; the plan provision separately excludes Medi-Cal managed care. A home location alone does not qualify an unapproved kit or dispense with the ordering conditions.

The separate Medi-Cal benefit begins January 1 for qualifying kits ordered or provided by the member's practitioner, consistent with recommendations and Medi-Cal policy. It applies to both fee-for-service and managed care and bars beneficiary cost sharing, including the described share-of-cost or spenddown treatment. Appropriate billing codes, medical necessity, and federally permitted utilization controls remain. Coverage is conditioned on available federal participation, no jeopardy to that participation, and necessary approvals. DHCS may implement through letters or bulletins, so the statutory benefit and the ensuing operational instructions need separate tracking.
